Flower Mound P&Z approves record plat for The Point

Flower Mound Planning and Zoning Commissioners gave their unanimous approval for the Record Plat (RC) request for The Point 35-acre mixed-use development on Monday. It was required to allow the accompanying approval of the Phase 1 Site Plans (SP).

As part of the Dec. 17, 2017, re-zoning agreement: “Phase 1 shall begin upon approval of a record plat by the town and shall include the Primary Open Space and Trail Requirements, as defined and outlined within its PD 156 zoning.”

There was no discussion about open space or trail requirements. Particulars related to the required “commence construction” of 57,500-square-feet of commercial space were also not discussed.

What was approved was The Point multifamily SP18-0011 apartment complex, with nine residential structures: two multifamily (only) buildings (101 dwelling units); three multifamily buildings with Commercial Ready Units (211 multifamily units and 15 commercial ready units); and, four Carriage House buildings (23 dwelling units). The maximum number of residential units allowed in The Point is 360 units.

“I still have some ‘heartburn’ over the issue of the commercial-ready units to qualify as a commercial use,” said P&Z Vice Chair Laile Neal.

Related to the required minimum 57,500-square-feet of commercial space, was approval of SP18-0014 for The Point’s Hilton Tru Hotel, originally proposed as a five-floor, 55,000-square-feet facility.

Representing Direct Development, Chris Hipps, vice president of Development and Leasing Services, said that Hilton has revised its concept design to have only four-floors with 98-guest rooms and 43,100-square-feet.

“Hilton removed the top story,” he said. “It’s evolved over time.”

The next step will be Phase 2, which may not start until: completion of a minimum of 57, 500-square-feet of commercial space, meaning a Certificate of Occupancy (CO) has been issued by the town; office tracts have been marketed for a period of 18-months from the date of zoning approval [which is June 17, 2019]; and, also within 18-months after zoning approval, start a minimum of 47,500-square-feet of commercial space.

The Point is located within the Lakeside Business District on the north side of FM2499 and west of Silveron Boulevard.
