Flower Mound fires town manager PDF Print E-mail

The Flower Mound Town Council Monday voted to officially relieve Town Manager Harlan Jefferson of his duties.

Council members voted 5-0 to terminate the employment of Jefferson immediately, after coming out of closed session at the conclusion of a specially called meeting at town hall.

No reasons were given for the council's action.

A second motion was made and passed unanimously to authorize the mayor to execute a settlement agreement with Jefferson.

Jefferson's severance package will be 22 months.  His contract had 36 months left on it.  At the request of Jefferson, the Town has agreed to a mutual confidentiality provision and non-defamation agreement as part of the formal settlement.  A total dollar amount for the settlement has not been calculated.

Jefferson was placed on paid administrative leave by town council on Sept. 22.  Chuck Springer, Assistant Town Manager/Chief Financial Officer, was named to assume Jefferson's duties in the interim and will continue in that role until a new Town Manager is hired.

Jefferson was named town manager in April 2006 and served as Flower Mound's Deputy Town Manager and CFO prior to that. There were three years left on Jefferson's current employment contract.

Flower Mound Mayor Tom Hayden told The Cross Timbers Gazette last week that the Jefferson’s pending departure primarily had to due with a change in direction for the town.

"We are at a point in time where we want someone with a different perspective," said Hayden. "Mr. Jefferson has worked for the town of Flower Mound for the last 15 years and this is the way that things have always been done.  We want a fresh perspective."

A search for a new Town Manager will begin immediately, and will be "focused on transforming the Town’s municipal government into a customer centric organization for the benefit of the residents and business owners in Flower Mound," according to a press release issued Monday night.

It is apparent what the "Leadership not Politics" gang is doing--getting rid of everyone that the former Mayor and Jean Levenick disliked--surely the city attorney and chief of police will be axed soon since they investigated or filed a complaint in Hineygate, as the city's policies required them to do. Revenge is still the motive, and Jefferson was just the first victim. Staff members will start to slowly go away to new jobs. Isn't this all predictable? Cannot wait for May to correct the errors I made!

No surprise, Agent1. They all have a personal agenda. Vote 3 of the members out this coming May, and the rest of them after. It's the only way. I just hope we get good people to replace all of them. Council needs to be FOR the people.

Well, since no one could (or wanted to) answer my questions, I did a little research. Still don't know who signed the employment contract for the Town, but it was executed in October 2011. Which means that our old friends, NFL, have their fingerprints all over this problem. What a surprise! NFL - the gift that keeps giving.

Councilmember Stephenson and I exchanged emails yesterday to address the comments on this forum and to advise her that I did not post the comment in regard to "dragging her and her family through the mud." At the same time, I do not appreciate somebody accusing me personally of threatening Ms. Stephenson and her family. Misspelling a person's name does not excuse a person from slander, especially a private citizen. Threatening a public servant, their family and/or town employees who are private citizens, is wrong.

Anybody that is even semi-engaged with our town's politics can get very emotional and even downright stupid at times. I know, as I have been both. Publicly addressing concerns and issues are fine. It is understood that some of the comments are due to loyalties to friends, but accusations and threatening comments only serve to be hurtful and counterproducti ve. However, I do hope to see good citizens continue to serve on council and boards.

I would like to know who signed the employment contract the gave a mediocre administrator like Jefferson such a sweet buyout. And who gave legal advice to the Town on that terrible deal? That employment contract was the real mistake, which we are all paying for now.

Harlan Jefferson was over his head as a town manager as his background is more of an accountant. Jefferson had to have had poor job performance for the council to pay him off on the contract to get him to leave. Reading the newspapers it appears that Jefferson requested that they keep it confidential so apparently he doesn't want anything getting out of what the problem was re: his job performance. The council did what they had to do to get the Town back into the right track for not only economical growth through increase in business but also for the well being of it's citizens.

Let's all fake pretend to be town employees. I'll be the one that is annoyed with the Town Council. The fake one who is going to fabricate evidence against the old town mgr is already taken.
