City of Lewisville—Police Department

Week of January 31, 2011 – February 6, 2011

Man Safely Taken into Custody Following Stand-Off with Police
On the evening of Sunday, January 30th, a man parked his car in the police department parking lot. He advised that he was armed with a pistol and he told officers that he wanted to kill himself. After a couple of hours of negotiations, the 36 year-old Lewisville man was taken into custody without incident. No one was injured during this incident.

Suspicious Person Arrested; Faces Multiple Charges
On February 3rd, Officer Hopper responded to a suspicious circumstance in the 1100 block of Texas Street. Upon his arrival, he discovered a suspect that was in possession of a short-barreled shotgun, a handgun with a ground-off serial number, and several different types of controlled substances.

The suspect, a 19 year-old Oklahoma City man, was arrested for manufacture/delivery of a controlled substance in penalty group 1 (over 4 grams under 200 grams), two charges of manufacture/delivery of a controlled substance in penalty group 2 (over 4 grams under 200 grams), possession of a prohibited weapon, and tampering with identification numbers. He is currently being held in the Denton County Jail, facing a total of $60,500 in bonds.

Suspect Found Dead Following Police Stand-Off
On Tuesday afternoon, police responded to a barricaded person in the 500 block of Pine Street. The man’s family had reported that the 33 year-old Lewisville man was barricaded in the home with a handgun and that he had threatened suicide. After numerous attempts to negotiate with the subject, the SWAT team eventually located the man deceased from an apparent self-inflicted gunshot wound.

Detective Austin responded to the scene for investigative purposes. He is working with the Tarrant County Medical Examiner's Office to investigate this death. The Tarrant County Medical Examiner has taken possession of the deceased person for further investigation.

Criminal Alien Program
The Criminal Alien Program (CAP) focuses on identifying criminal aliens who are incarcerated within federal, state, and local facilities thereby ensuring that they are not released into the community by securing a final order of removal prior to the termination of their sentence. The identification and processing of incarcerated criminal aliens prior to release reduces the overall cost and burden to the federal government as the number of aliens detained by U.S. Immigration and Customs Enforcement (ICE), upon expiration of sentence will be minimized.

During January of 2011, the Lewisville Police Department referred 26 inmates to federal officials, who issued 14 detainers.

City of Lewisville—Police Department

Week of February 7, 2011 – February 13, 2011

Driver Arrested After Vehicle Pursuit
On Monday, February 7th, at approximately 11:15 a.m., Communications received several reports of an intoxicated driver southbound on the interstate. Officer Johnson quickly located the vehicle. He observed the vehicle weave across several lanes and the shoulder of the highway. He attempted to stop the vehicle using his emergency lights and siren, but the driver sped up, still weaving back and forth across the road. The pursuit continued through Carrollton and into Farmers Branch. At one point, the vehicle struck the center divider blowing out the front left tire and breaking several of the car’s windows. The pursuit continued until a truck stopped in front of the suspect, forcing them to stop. The driver was arrested for driving while intoxicated with child passenger. The driver, a 38 year-old Lancaster woman, is out of jail after posting $3,500 in bonds.

Woman Robbed in Parking Lot
A woman was robbed in the 300 block of East Round Grove on Tuesday night around 7:00 p.m. Two white males struck her and took her purse and jewelry. The suspects then fled the area on foot. The victim suffered minor injuries during the robbery.

Suspects Rob Store Clerk
A clerk at a store in the 500 block of East Round Grove Road was robbed on Tuesday, February 8th at about 5:00 p.m. A customer had gone to the location and found the doors locked. When he looked inside, he observed a black, male duck down behind the counter. The witness called police. Upon the officers’ arrival, they were told that two black males had entered the store, displayed handguns, and demanded money. The suspects took cash and the employee’s cell phones. They fled on foot prior to the arrival of officers. The first suspect had three teardrop tattoos on the right side of his face. The second suspect wore a mask that covered his face. Both suspects wore wool-type gloves.

Detective Anders has been assigned this case for follow-up. He learned that the suspects did not take the victim's cell phones from the location as originally thought. The suspects actually placed both of the victim's cell phones into the toilet at the location before fleeing. The investigation continues.

Three Cases Found to be Related
In the second week of October in 2010, a business in the 500 block of North Garden Ridge Boulevard had several items stolen. During the second week of November in 2010, this same business had several items stolen again. During the second week of January in 2011, this same business had several items stolen for the third time. There was no progress in the initial two cases because there was no evidence and no leads in the cases. However, the third case had a lead and was assigned to Detective Hinson for investigation. Hinson has been able to identity a local suspect who is responsible for all three offenses. Warrants will be issued for the suspect’s arrest later this week.

Chief’s Weekly Update
City of Lewisville—Police Department

Week of February 14, 2011 – February 20, 2011

Police Capture Aggravated Robbery Suspect
On Monday, February 14th, a white male robbed a business in the 1600 block of West Main Street. The suspect threatened the store’s clerk with a knife and demanded cash and video games. The suspect then fled the location in a blue pick-up. Officers Jesse Flores and Joel Baker were in the area and headed towards the robbery. Officers Flores and Baker quickly located the suspect's truck as it traveled south on Old Orchard Lane from Main Street. The suspect fled from the officers and cut through several parking lots attempting to elude them. They eventually captured the suspect and he was arrested for aggravated robbery. Officers recovered the knife and stolen property. The suspect, a 27 year-old Lewisville man, is being held in the Denton County jail ($35,000 bond).

Odor of Burning Marijuana Leads to Search Warrant
At 8:00 p.m. on February 16th, Officers Martinez, Noble, and Delany were dispatched to a controlled substance violation in the 2400 block of Deer Run. Upon their arrival, officers detected a strong odor of burning marijuana coming from an apartment. As officers attempted to contact someone at the front door of this second floor apartment, a man jumped from a window that was approximately 20 feet above the ground. Officer Martinez ordered the man to stop, but the suspect fled. With assistance from Officer Delany, that suspect was quickly captured by the officers. This suspect was charged with evading arrest or detention and a parole violation warrant. The owner of the apartment arrived and claimed that no one should be inside of the apartment.

Officers entered the apartment and detained four suspects for burglary. As the officers entered the apartment, they observed marijuana in plain view. The officers’ investigation quickly reviewed that the owner had lied to the officers about not expecting anyone to be inside of the apartment.

Officer Bryson prepared a search warrant affidavit and presented it to a judge. Bryson received a search warrant authorizing a search of the apartment. Officers recovered nearly two pounds of marijuana and $10,000 in cash. The investigation was turned over to Lewisville narcotics officers for follow-up.

Officer Recovers Stolen Vehicle
Officer Hopper, while on routine preventative patrol on February 16th, located a stolen 2008 BMW in the 1700 block of Lakepointe Drive. The car was unoccupied but the hood was still warm, indicating that it had not been parked there long. Officer Hopper interviewed several subjects that were found in the area but he was unable to locate the driver of the stolen car. The car had been reported as stolen from a business in Richardson.

Two Related Burglaries Reported
On February 18th, officers responded to a residential burglary in the 1600 block of Century Oaks Drive. On their arrival, officers found that the door to the residence had been pried open. It was obvious that the suspect had entered the residence, but the homeowner did not note any property as missing. Around the same time, officers also responded to an alarm at a residence in the 1600 block of Oak Creek Circle. Officers found that the door at that location had also been pried open; however, it appears that the alarm scared the suspect away without him even entering the home.

Suspect in January Robbery Apprehended
On January 7th, at 9:30 p.m., a business in the 400 block of East Round Grove Road was robbed by a black male who insinuated that he had a gun. Detective Anders was assigned this case for follow-up investigation. Anders worked with several other local agencies in an attempt to identify this suspect who had committed similar offenses in several jurisdictions and had been nicknamed as "The Checkbook Bandit" (due to the suspects presenting his robbery note inside of a checkbook). On February 17th, the Dallas Police Department arrested Robert Lewis Jones after receiving a tip that he was responsible for the robberies. Jones was questioned about several offenses and ended up admitting to twelve business robberies in Dallas, two bank robberies in Dallas, nine offenses in Irving, two offenses in Carrollton, and one offense in Corinth. Detective Anders interviewed Jones while he was still in custody. Jones confessed to Anders that he was also the suspect who was responsible for this robbery that occurred in Lewisville.

Suspect Arrested for Aggravated Sexual Assault of a Child
An offense report was filed after a Lewisville Police Department School Resource Officer was contacted by a 14 year-old female student. The student told the officer that there were approximately ten incidents during the previous year when her mother's ex-boyfriend had done inappropriate things to her in attempt to get her to have sex with him. This case was assigned to Detective Fisher for follow-up. Following a forensic interview of the victim, Fisher was able to obtain a warrant for the arrest of the suspect. With help from the Gang Unit, members of the Crimes Against Persons Investigative Section and the Juvenile Unit took the suspect into custody on Wednesday, February 16th.

Television Theft Suspect Identified, Arrested
In mid-December, an unknown suspect stole a large flat screen television from a merchant on Round Grove Road. Three days later, the same suspect returned and attempted to steal another television from the same merchant. These cases were assigned to Detective Darlington for follow-up investigation. Darlington's investigation revealed that this same suspect was being investigated by several other area Departments for several similar offenses. Darlington was able to identify the suspect and he obtained a warrant for the arrest of this suspect. The suspect was recently located and arrested in Collin County.

Chief’s Weekly Update
City of Lewisville—Police Department

Week of March 28, 2011 – April 3, 2011

Suspect Arrested for Injury to a Child
On March 30th, Detective Anders arrested a 19 year-old male for two counts of injury to a child. The warrants stem from three separate incidents where the 19 year-old suspect had assaulted an 11 year-old subject while waiting at a school bus stop. The incidents occurred between March 23rd and March 29th.

Local Business Investigated
Last week, Detective Hinson began an investigation into a local business involved in boat consignments. This company was not informing the owners when their boats had sold, instead keeping the money from the sale. This investigation is still in the early stages, however, the initial loss by victims is in excess of $100,000. Several officers from Lewisville Police Department served a search warrant on a residence in Frisco that is associated with this offense. At the time the search warrant was executed, the owner of the business was arrested for theft over $100,000.

Narcotics Search Warrant
On Thursday, March 31st, the Lewisville SWAT team executed a narcotics search warrant in the 1200 block of Bellaire Boulevard. Once the scene was secured, narcotics detectives searched the residence and recovered over 11 grams of crystal methamphetamine, one third of an ounce of marijuana, and approximately $5,700. The suspect was arrested for manufacture/delivery of a controlled substance in penalty group 1, over 4 grams but less than 200 grams. Because the suspect location was within a "drug free zone," the offense was enhanced.

Burglary of a Vehicle Arrest
In the early morning hours of Wednesday, March 30th, officers were dispatched on a suspicious circumstance call at a local apartment complex. The caller told dispatchers that there was a vehicle driving around the complex without lights and that the driver would stop and get out periodically to look into vehicles. Officer Moulton responded to the area. Lt. Butterworth, operating an unmarked vehicle, also headed to the location. Upon entering the complex, Lt. Butterworth spotted the suspect vehicle, which was still driving slowly through the complex without its lights on. The driver knew that he was being followed and pulled into a parking space where Lt. Butterworth contacted him. Lt. Butterworth noted that there was a car stereo system, still in the dash board molding sitting in the passenger's seat next to a pair of pliers and a screwdriver. Officer Moulton arrived and, after a few quick questions, the driver admitted to stealing the stereo from a vehicle in the complex. Lt. Butterworth made contact with the owner of the stereo who verified it was his. Additionally, the suspect had also stolen a cordless drill and charger from the same victim’s vehicle. Both items were also located in the suspect’s truck. The driver was arrested for burglary of a vehicle by Officer Moulton. A subsequent search of his person resulted in the discovery of a substance believed to be crystal methamphetamine. Officer Moulton tested the substance and it showed a presumptive positive result for the presence of methamphetamine. The suspect was additionally charged with possession of a controlled substance in penalty group 1, under 1 gram.

Sex Offender Registration
In the first Chief’s Weekly Update of each month, we note the number of sex offenders residing in the City. As of April 4th, the City of Lewisville has 51 registered sex offenders in residence. That number is unchanged from last month.

Man Arrested Following Stabbing
On April 17th at 1:45 a.m., officers were dispatched to a stabbing in the 300 block of Lake Park Road. Upon arrival, officers found a man with a stab wound to his left side. The man was treated by paramedics and transported to Lewisville Medical Center with non life-threatening injuries. The suspect was located at the scene. Officers reviewed video surveillance footage of the assault. The suspect, a 39 year-old Lewisville man, was arrested for aggravated assault (with a deadly weapon). He is being held in Denton County Jail, with bond set at $20,000.

Women Report Indecent Exposure
On April 13th, at approximately 10:30 a.m., two women went for a walk in the Castle Hills area. They observed a naked white, male suspect come out from between two houses. While watching the two women, the male suspect began to masturbate. The two women were able to obtain a description of the male, including a description and license plate of the vehicle he was driving. The two women later positively identified the suspect (on their own) from his picture on the State of Texas on-line database for registered sex offenders.

The case was assigned to Detective Anders for follow up. Anders obtained two warrants for the arrest the suspect for indecent exposure. Anders is also in the process of investigating an older indecency case that occurred in the same area involving a suspect with the similar characteristics.

DNA Analysis Leads to Identification of Suspects
In August of 2008, an unknown suspect committed a burglary in the 900 block of Ashwood. At the time, DNA evidence was collected at the scene but the case was later suspended, pending a match in CODIS.

Last week, L.P.D. was notified that a suspect had been identified in this case. He is a local individual who has ties to gang activity in Lewisville. Detective Brad Kenney is following up on this case and has obtained a warrant for the suspect’s arrest. The suspect is currently confined in TDC. He will be picked up by Detective Kenney for this Lewisville offense on the day of his release from TDC.

In August of 2010, L.P.D. had multiple vehicles broken into in the 300 block of Vista Ridge Mall Dr. DNA evidence was collected at the scene, but the case was later suspended, pending a match in CODIS.

Last week, a suspect was identified in this case. The suspect’s whereabouts are unknown at this time. Detective Brian Smith has obtained a warrant for the suspect’s arrest and is following up on this case.

Officer Receives Life Saving Award
Officer Butch Steinle received a Life Saving Award at Monday night's City Council Meeting. On March 4th, Officer Steinle was dispatched to an unconscious person call. Upon arrival, he found an unconscious woman with no pulse. He immediately began to administer CPR until paramedics arrived on scene. The woman was rushed to the hospital where doctors determined that she suffered a heart attack. She was immediately taken into surgery. If not for Officer Steinle's immediate actions, the woman would have likely died. Congratulations to Officer Steinle!

Week of May 30, 2011 – June 5, 2011

Wanted Subject Apprehended Following Pursuit
Officer Bryson located a subject who was wanted by the Texas Parole Board on Tuesday evening in the 2400 block of South I-35. Officer Bryson followed the wanted suspect, a 29 year-old Mesquite man, as additional officers responded to assist him. The suspect drove westbound on Round Grove Road to State Highway 121 Business, where he was stopped by officers. The suspect momentarily stopped, but then fled the traffic stop at a high rate of speed. Officers pursued the suspect down Forestbrook Drive to Oakbend Drive. The suspect bottomed out his car at the intersection of Oakbend Drive and Uecker Lane and the impact crushed his oil pan. The car began spewing smoke.

The suspect continued to flee in the car down Oakbend Drive to the southbound service road of I-35. At the intersection of Oakbend and I-35E, he slid through the intersection across the grass and directly onto the highway. Officers then lost sight of the suspect as he entered Carrollton. Communications contacted Carrollton and Farmers Branch Police Departments, asking for their assistance in locating the fleeing felon. Carrollton officers soon located the suspect and were successful in deploying tire spikes which deflated two of the car’s tires. Carrollton then pursued him into Farmers Branch where the suspect exited his vehicle and fled on foot. At that point, Farmers Branch officers assisted Carrollton officers. The suspect was quickly apprehended, thanks to Farmers Branch's canine unit.

The suspect was arrested for the outstanding “blue warrant” from the parole board, evading arrest in a vehicle, and possession of a controlled substance in penalty group 1, under 2 grams. Additionally, Officer Menz located a handgun that had been tossed from the suspect’s vehicle during our initial pursuit. The suspect was also charged with unlawful carrying of a weapon. The crash in Farmers Branch only involved the suspect’s car and there were no injuries. Great teamwork and communications among the three agencies resulted in the suspect's apprehension. We appreciate Carrollton and Farmers Branch Police Departments for their assistance in taking this dangerous felon off the streets.

Suspect Arrested After Boat Theft
On Sunday night, at around 8:00 p.m., an intoxicated 36 year-old Lewisville man attempted to steal a boat from the dock at Sneaky Pete’s. The $75,000 boat suffered about $8,000 in damages after the would-be thief ran it into the dock. Officers arrested the man for boating while intoxicated and unauthorized use of a vehicle. The damaged boat was returned to its owner.

DNA Evidence Leads to Identity of Burglary Suspect
In January of 2011, a residential burglary was reported in the 600 block of Fox Ave. The unknown thief had stolen several household items, including a beverage that was left behind after being consumed. The beverage container was collected and sent to the crime lab for DNA analysis. Last week the lab notified L.P.D. that a CODIS match had been obtained for the DNA left on the beverage container. Criminal Investigations is following up on this new lead in the case.

During May of 2011, the Lewisville Police Department referred 24 inmates to federal officials, who issued 12 detainers.

Week of June 6, 2011 – June 12, 2011

Pursuit Leads to DWI Arrest
On June 9th, at 10:00 p.m., Officer Bender spotted a Nissan Altima straddling the center and right lane markers in the 1100 block of the Sam Rayburn Tollway. The Altima was traveling at about 45 miles per hour as it drifted from lane to lane. Officer Bender attempted to make a traffic stop, believing the driver to be intoxicated. The Altima stopped in the rightmost traffic lane of the Sam Rayburn Tollway. As Officer Bender exited his squad car to contact the driver, the car took off, fleeing at a high rate of speed. Officer Bender pursued the car into Carrollton, where the car took the Hebron Parkway exit. At the intersection of the Sam Rayburn Tollway and Hebron Parkway, the Altima struck the rear of a 2010 Mazda. The Altima fled the scene of the crash, continuing eastbound on Hebron Parkway. The car turned southbound onto Eisenhower and eventually stopped for Officer Bender. The driver, a 29 year-old Carrollton woman, was arrested for driving while intoxicated and evading in a vehicle. Carrollton Officers worked the hit and run accident. Fortunately, there were no major injuries as a result of the crash.

Lewisville Police Assist Flower Mound P.D.
On June 11th, at 1:40 a.m., Officers McConnell and Roland were dispatched to assist officers from the Flower Mound Police Department, who were in pursuit of a possible intoxicated driver that was heading eastbound on Main Street. Officers McConnell and Roland deployed tire deflation devices in the 1200 block of West Main Street and successfully flattened three of the suspect’s tires, ending the pursuit. The suspect was taken into custody by Officers from Flower Mound for driving while intoxicated and evading in a vehicle.

“Roadcheck 2011”
“Roadcheck” is an annual international activity that places emphasis on Level 1 inspections (the most thorough) on commercial motor vehicles. The event takes place over a 72 hour period throughout Canada, Mexico, and the United States. The official emphasis of this program is on "Enhancing Truck and Bus Safety and Security throughout North America." The roadside inspections that are conducted on commercial vehicles include all aspects of the vehicle’s safety equipment, brake systems, load security, hazardous materials, tires, wheels, frames, lights, and the drivers’ hours of service. This year’s event took place on June 7th through June 9th. The Carrollton, Denton, and Lewisville Police Departments, along with the Denton County Sheriff’s Office, joined forces and conducted operations over the three day period in the cities of Denton and Lewisville for twelve hours each day.

Approximately 250 trucks were brought into the inspection sites and weighed. Of those weighed, there were over 130 weight violations found. As trucks came off of the scales, inspectors randomly selected trucks to inspect. During the three day event, 88 Level 1 inspections were conducted, resulting in 554 safety, driver, or equipment violations being found. Of those 88 trucks, 52 vehicles and 8 drivers were placed “out of service,” which means that they are not allowed to proceed until necessary repairs are made. Inspectors also issued 24 CVSA stickers to vehicles that passed all critical components of the inspection.

Food Stamp Fraud is a Big Problem
One of the most common forms of food stamp fraud, known as food stamp trafficking, involves the illegal buying or selling of the food stamp benefits for cash, drugs, weapons, or other items of value.

Possession of a Lone Star card by an unauthorized person is a violation of the Texas Human Resources code (VTCA 33.011). A card that contains an amount under $200 is a Class A Misdemeanor. A card that has over $200 in value is a 3rd Degree Felony.

Last year, Jail Lieutenant Dan Rochelle began a program in the jail where Detention Officers notify a State Investigator whenever they book in a person that possesses a Lone Star card. If the card, which only has an account number as an identifier, is found to be in possession of the wrong person, the State Investigator seizes the card and files the appropriate charge against them.

As a recent example, Detention Officer McKinney and Detention Officer Supervisor Offord booked in a suspect for theft over $1,500 with two or more previous convictions. The suspect had in her possession a Lone Star card that was found to not belong to her. The card had a $700 balance on the account. The State has notified us that they will be preparing a warrant for this felony offense.

Week of July 4, 2011- July 10, 2011

Motorcyclists Injured During Unrelated Crashes
On the morning of Wednesday, July 6th, officers responded to a crash in the 2600 block of South I-35. The crash involved a Toyota Avalon and a Yamaha R1 motorcycle. The Toyota made an unsafe lane change from the left lane to the HOV lane, directly into the path of the Yamaha. The motorcycle struck the back, left quarter-panel of the Toyota. The highway was closed for approximately 30 minutes to land a helicopter to transport the motorcyclist to a Dallas trauma center. The motorcycle operator suffered serious injuries, but none that are believed to be life threatening.

Early on Sunday, July 10th, officers responded to a crash in the 200 block of North I-35. A Honda CBR600 motorcycle struck the rear of a Mazda B2000 pickup. Both the operator and the passenger of the Honda were ejected from the motorcycle. The operator was transported by ambulance to Parkland Hospital with serious injuries. The passenger suffered more severe injuries and was transported to Methodist Hospital by helicopter. The passenger remains in critical condition. The traffic unit continues the investigation. Witnesses reported that the motorcycle was weaving in and out of traffic at a high rate of speed before striking the back of the pickup. Intoxication may be a contributing factor to the crash.

Suspect arrested on Multiple Charges Following Domestic Disturbance
On December 19th, 2010, patrol officers took two reports from a victim in reference to family violence offense. The victim advised that she had been in a dating relationship with her boyfriend for approximately three years and that she had finally realized how jealous and controlling he has been during that time. On the date of the report, the suspect had been going through information on the victim's cell phone and he became angry. He then began to assault her, while complaining about some phone numbers he had found. The victim attempted to leave her apartment but the suspect grabbed her and kept her from leaving. The suspect then began to strangle the victim, restricting her breathing. When the victim finally broke free, the suspect grabbed the victim's 12 gauge shotgun, pointed it at her head, and told her that they were going for a drive. The suspect drove them, in the victim's vehicle, to a local gas station where he decided to get some air in the tire. When the suspect eventually threatened to shoot the victim, she decided to try and exit the vehicle and run. The suspect grabbed her and attempted to get her back into the car, but she was able to break free. The suspect fled in the victim's vehicle with her purse and shotgun.

Detective Austin was assigned the report for follow up. Austin, after interviewing the victim and trying to locate the suspect, obtained the first set of warrants for the suspect (aggravated assault with deadly weapon, unlawful restraint, and assault family violence - enhanced (strangulation)) on December 24, 2010. On June 17, 2011, the suspect was finally located and arrested. At that time, Austin obtained three more warrants for the suspect’s arrest for unauthorized use of a vehicle, theft of a firearm, and robbery.

To this date, the suspect remains in custody.

Suspect Arrested for Aggravated Assault
On July 2, 2011, patrol officers were dispatched to an assault call in the 2000 block of Raven lane. The victim advised that a known suspect had assaulted him, possibly with brass knuckles, by hitting him the face. Officers arrived on scene and talked with the victim and a witness. The victim was able to give a description of the suspect, as well as that of the suspect vehicle. Other patrol officers were able to locate and positively identify the suspect.

The report was assigned to Officer M. Hull for follow up. Hull interviewed the victim and learned that he has diminished peripheral vision in his eye and, due to the location of injury, the doctors will have to wait six weeks before they can determine if plates and screws will be necessary to support the facial fractures. Upon reviewing the victim's medical records, Hull learned that he had suffered numerous fractures of the facial bones, a fractured nose, and trauma to the tissue of his left eye. There is also nerve damage from the disruption of the facial bones.

Officer Hull obtained a warrant for the arrest of the suspect for aggravated assault causing bodily injury. The suspect was arrested on July 7, 2011. The suspect is currently still incarcerated in the Denton County Jail.

Female Assaulted at Party
On Saturday night, a 16 year-old female requested and received permission to go and spend the night with a friend. Instead, this female then went to an all night party without her permission. After passing out during the night, the female was sexually assaulted by a 19 year-old male suspect. The male suspect fled the location after being confronted by several persons in the house. Patrol officers were able to locate this individual after he fled. The victim was taken to the hospital and the suspect was arrested for sexual assault. Detective Wilson was called to the scene to investigate this offense. Wilson interviewed the suspect who admitted to sexually assaulting the female while she was passed out.

Theft Suspects Identified
During the month of June, a male and a female stole Tide from the Kroger on SH 121 Business. Detective Darlington followed up on this case and discovered that these same individuals had committed similar offenses in Coppell, as well. Lieutenant Haynes obtained the information and photos from these offenses and sent them out to all patrol officers to see if anyone recognized the suspects or their vehicle. Officer Shelton recognized the suspects and remembered seeing them at a local hotel. Shelton was unable to determine which room they were staying in. Shelton then teamed up with Detective Kenney to try and apprehend these suspects after they went mobile in their vehicle. A short time later, both suspects were stopped and arrested. Neither suspect would speak about these offenses. With their identity now confirmed, Coppell P.D. has been able to obtain felony warrants for both suspects. Darlington is still waiting on Kroger to produce the video from our offense.

Chief’s Weekly Update
City of Lewisville—Police Department

Week of August 15, 2011 – August 21, 2011

Car Burglar Caught Red Handed
On Tuesday afternoon, undercover officers from the Dallas Police Department followed a suspect from Dallas into Lewisville. At 12:45 p.m., the officers observed the suspect break into a truck in a restaurant parking lot in the 1900 block of South I-35. The suspect stole a stereo from the truck and was immediately apprehended by the Dallas officers. Officer Slavens and Lt. Carter responded to assist the Dallas officers. Officer Slavens arrested the suspect for burglary of a vehicle, possession of cocaine, and possession of marijuana. The suspect, a 27 year-old Dallas man, has been released from jail after posting $9,000 in bonds.

Theft Suspect Arrested
Officers Dority and Popick responded to a theft in progress call in the 900 block of East State Highway 121 Business. An employee witnessed the suspect steal auto parts from a vehicle parked behind a closed business. Officers contacted the witness and the suspect. The suspect admitted to the theft and the items were returned to the business. The suspect was arrested for theft over $500, under $1500.

Officers Targeting Traffic Violations in School Zones
Over the next two weeks, officers will be focusing their attention on school zones as students return to school. Officers will spend a minimum of 200 hours working school zones during both morning and afternoon school zone hours.

National Drug Take Back Event Announced
The Lewisville Police Department and LISD are teaming up with the Drug Enforcement Administration to host a Drug Take Back Event. Citizens are urged to bring any expired or unneeded prescription medications to the event and drop them off for disposal.

The event is planned for Saturday, October 29th from 10 a.m. to 2 p.m. The local drop-off site will be the parking lot of the Lewisville High School at 1098 West Main Street.

This is the first of several notices that will be posted regarding the event.

Online Resource for Logging Serial Numbers
The Lewisville Police Department recommends citizens keep an inventory of their valuables. Burglary and theft are two of the most common crimes that occur in Lewisville. Should your items be stolen, the inventory may assist officers in accurately and quickly identifying your property.

ReportIt is a free, secure, online service allowing citizens to record serial numbers and upload images for phones, electronics, and other valuables. Citizens can access the site at http://www.reportit.leadsonline.com, to register and begin building their personal property inventory list.

Citizens can store an unlimited number of serial numbers, item descriptions, pictures, and scans of receipts so items can be more readily identified in the event of theft. This record may be extremely valuable when filing claims with insurance providers in the event of loss. Your privacy is important so Lewisville Police will not have access to your inventory.

The Reportit service is a part of LeadsOnline, the online system that works with police across the country to track and recover stolen property. Lewisville Police Officers use LeadsOnline to help track and recover stolen property—everything from jewelry to sporting equipment to electronics, computers, cameras, and other items such as designer clothing, collectibles, and items with invaluable personal worth. The system allows police to search for the items using a variety of parameters, including item descriptions and serial numbers. When an item is sold to a pawn or secondhand shop, the product information is entered in the LeadsOnline database and is immediately viewable by participating law enforcement agencies across the country.

Homeowner Encounters Intruder
On Monday afternoon, a resident returned to his home in the 600 block of Bentwood Drive to discover an open window. The resident knew that the window should have been secured and suspected that his home was being burglarized. He entered the home and retrieved a pistol. He located a suspect in a back bedroom of the home and fired one shot at the suspect. At that point, the suspect fled through another window, with the victim again firing at the suspect as he fled. The victim then contacted police. There were no signs that the suspect was struck by any of the bullets fired by the resident. Detectives continue to follow-up on the case.

Hmmm.. I wonder in the hypothetical case he managed to wound or kill the intruder if it would have been a "pass" legally, since he went in to the house to retrieve his weapon. Methinks the law might have preferred he call 911. Add to that the homeowner seem to be in a classification that would not include the words "crack shot" or "marksman."

I started to comment about that too, but he/we do have a right to protect our property whether we put our self at more risk or not; that's part what Castle Doctrine law protects, our right stand our ground and not retreat. But if he/she planned on protecting their property with a gun, they he shouldn't have had to go inside to get it, and they should have been prepared to use it for something other than fire warning/scare shots. And if that's what they planned, then 911 was the best avenue. What if burglar had already found it? The danger they put themselves in was a whole lot greater than anything in a house was worth. But it's their choice. Luckly no one was hurt with rounds going through walls etc.

If you're not willing and planning to stop a threat, then us a tool more appropriate for what you plan to do. But first and foremost, be ready to commit to your plan which hopefully keeps you as safe as possible.

now the guy (perpretrator) is most likely going to burglarize again, if he had called 911 guy may have been caught, course thats assuming police got there in time. In Lantana, since we don't have our own police, wait could have been a long time, but thats another thread.
