The science of road-making.Regardless of what the speed limit was, what you need to think of was the effective speed of vehicles. On the farm road, nobody (unless they were Darwin-award qualifiers) could achieve 55mph. On the new road, people easily can achieve higer speeds, but the good citizens of Bartonville is concerned about speeding vehicles frightening the horses, so they lower the speed limit to keep things tranquil.

If you'll read the article or look up who decides speed limits on state highways like 407 you'll see that the tx dept of transportation decides what the speed limit will be. they conduct a survey monitoring everyones speed and then use a formula to determine what the speed limit will be.
