Two Fires Set at School
Last week, on two separate occasions, someone set fire to the playground at College Street Elementary School (350 West College Street). The first incident took place on September 29th around 11:00 p.m. Officer Martinez arrived on scene quickly and was able to put out the flames with a fire extinguisher. The next night, just after midnight, the Fire Department responded to another fire at the school. This second fire was set next to the building, scorching the building’s brick. There were no injuries in either fire. The Fire Department continues to investigate.

Man Commits Assault at Central Park
On October 3rd, around 4:00 p.m., two girls (ages 12 and 3) walked into the women’s restroom at Central Park (1899 Edmonds Lane). They discovered a man in the restroom. The man touched the 3 year-old’s hair and arm before the 12 year-old was able to grab her and run from the restroom. Fortunately, neither child was assaulted beyond the man touching the three year-old. The man is described as an older white male with gray hair. He is approximately 5’ 8” and weighs around 170 pounds. He was wearing a brown shirt and blue jeans at the time of the offense. He was seen with a younger looking Hispanic male described as 5’ 6” and 160 pounds. Both men left in an early-nineties model Cadillac with a gray body and a black roof. Westbound traffic in the 300 block of Bellaire Boulevard was shut down for several hours on Sunday, October 5th. An intoxicated driver struck a utility pole around 4:30 p.m. The crash brought down one utility pole, causing the power lines to dangle only 10 to 12 feet above the roadway. The power company secured the power line and the road was re-opened around 7:00 p.m. The driver was not seriously injured and was arrested for Driving While Intoxicated.

Vehicle Burglary Arrest

Mall Security was able to obtain the license plate number on the suspect vehicle as it fled the area. Detective Bryan Smith was assigned this case for investigation. Detective Smith located the vehicle in Dallas. Smith interviewed several people at the residence where the vehicle was located and he was able to obtain the identity of a possible suspect. Detective Smith reviewed video evidence of the crime and was able to identify this possible suspect as the person committing the burglary. Detective Smith obtained a warrant for the 26 year-old Dallas man for burglary of a vehicle. Arlington Police arrested the suspect. The suspect also had a warrant from another agency stemming from a vehicle burglary.

Arrest Made in Roofing Scam
On August 8th, a Lewisville resident paid a subject $2,000 to replace his roof. The suspect partially removed the roof and left for the day. Neither the suspect nor his crew returned to finish the work. Detective Brad Kenney was assigned to investigate the case. The victim identified the suspect out of photo lineup and Detective Kenney obtained an arrest warrant for the suspect for felony theft.

On October 1st, this suspect was located by another person he had victimized in the same manner. The victim confronted the suspect about the theft and ultimately struck the suspect with a golf club. The suspect was transported to the hospital due to his injuries. After his release from the hospital, he was arrested for the outstanding warrant.

A third victim has reported being swindled by the same suspect. A warrant has been issued for this offense. The suspect posted bail and was released before the warrant could be served.

And see what happens if a resident calls to get information. It's an absolute joke. It's obvious they do not want anyone knowing what crimes are going on in FM beyond the handful of DUI's and 2-3 car burgluries that are published in one of the (1 left) paper.

When at least 2-3 cruisers respond to what sounds like multiple gunshots in a neighborhood, and they can't find any record of anyone responding to anything, you know something is wrong.

Driver Arrested for DWI after Short Pursuit
On the night of Wednesday, October 7th, Officer Persinger spotted a car with a flat tire and front-end damage traveling southbound in the 2700 block of East State Highway 121 Business. Persinger attempted to stop the car using emergency lights and siren. The driver refused to stop for him, continuing southbound at speeds varying from 5 to 30 miles per hour. Officers Bryson and Johnson joined in the pursuit. At one point, back-up units blocked northbound State Highway 121 Business as the car crossed the median, traveling southbound in the northbound lanes. Shortly after crossing the median, the car left the roadway and became stuck in the ditch. The driver, a 55 year-old Plano woman, was arrested for Driving While Intoxicated.

Burglary of a Building
On Friday, October 10th, Officer Steinle investigated the burglary of a building in the 800 block of Treatment Plant Road. His investigation led to the recovery of a stolen dog. Officer Steinle developed leads on the location of the stolen dog on Friday and ultimately located the suspect at his home in the 100 block of Walters Street. The suspect fled from Officer Steinle, but was apprehended after a short foot pursuit. The dog was located and returned to its owner. The Criminal Investigations Division continues to follow-up on the case.

Vehicle Burglars Pick Wrong Car
On Thursday, October 8th, Officer Martin Popick of the Street Crimes Unit was conducting surveillance in an unmarked car in the 2000 block of Stover. Officer Popick observed two suspicious people and began to monitor their activities. Officer Popick leaned back in his vehicle to keep them seeing him. Not realizing Popick was inside, one of the subjects approached his vehicle and opened the passenger door. Officer Popick detained both suspects to investigate their actions. Officer Jesse Hunter arrived to assist. Both individuals were questioned separately and they had different explanations for what they were doing. Officers noted that these two suspects fit the descriptions of two individuals that had been seen acting suspicious on Misty Lane earlier that same day. During the interview with officers, the suspects finally admitted that they had been checking car doors to see if they were unlocked and, if so, stealing money from inside. Officers located one victim whose vehicle had been burglarized. Officers arrested and charged both subjects with Burglary of a Vehicle.

On October 8th, based on information developed in the Kathleen Garza homicide investigation, the Denton County District Attorney's Office and the Coppell Police Department identified a search area in Lewisville. At approximately 3:30 p.m., officers from the Coppell Police Department and the Lewisville Police Department responded to search a wooded area along State Highway 121, near Fish Hatchery Road. The search revealed items of clothing, bones, and hair. These items were turned over to Tarrant County Medical Examiner’s Office to be processed and analyzed.

Narcotics Search Warrant
On Friday, October 9th, Officers Tiberghien, Ortiz, Alexander, and Sergeant Kemp discovered a marihuana grow inside of a house in the 1400 block of Wild Valley. Officers had been dispatched to the residence on a burglary in progress call after a witness reported having seen at least two people jump the fence to the residence. Upon his arrival, Officer Ortiz observed an unknown person exit the front door and then flee back inside after seeing his patrol car. This unknown person escaped out the rear of the residence.

Officers entered the residence to check for additional suspects and observed numerous marihuana plants and marihuana inside the residence. They contacted officers from the narcotics unit who obtained a search warrant for the residence. Detective Eddie Barrett and Lieutenant Chris Butterworth from Special Operations responded to the scene. Detectives ultimately discovered 15 marihuana plants and a large quantity of marihuana at the location. Arrests are pending as the Narcotics Unit follows up on the investigation.

Intruders Arrested with Help from Victim
Around 4:45 a.m. on Tuesday, October 13th, two intruders woke up a man in his apartment at 201 West Southwest Parkway. The two intruders, a 21 year-old and a 22 year-old, both from Lewisville, were burglarizing the man’s home. The victim confronted the intruders, chasing them out of his apartment. As the suspects fled, they took with them two of the victim’s video gaming systems. The victim captured one of the suspects, who then attacked him with a knife. The victim escaped with only a minor injury; however, the suspect cut himself pretty badly during the scuffle. The two suspects then fled into an apartment and the victim cornered them there as Officers Bryson, Martinez, and Crociata arrived on scene. The officers arrested the suspects for aggravated robbery and recovered the victim’s property. The Officers also recovered additional property that they determined had been stolen earlier from two other homes. Both suspects are still in custody at the Denton County Sheriff’s Office on $25,000 and $20,000 bonds.

On October 15th,at 6:15 p.m., Commercial Vehicle Enforcement Officer Scott Hill made a traffic stop on a rental truck in the 600 block of Fox Avenue. The driver, a 26 year-old man from New Orleans, claimed that he did not have identification on him and that the truck’s passenger had rented the truck. Officer Hill summoned Officer Tommy Thomas as back-up to contact the passenger. While talking with the passenger, a 21 year-old man from New Orleans, Officer Thomas found papers just outside of the passenger’s door containing out-of-town checks and a list of names along with social security numbers for numerous people. Once Thomas made this discovery, the passenger attempted to run from Officer Thomas. Officer Thomas quickly over took the suspect and arrested him for evading. Inside of the truck, officers found identifying information for over 70 victims. The information had been taken during a robbery last week in Louisiana. Both suspects were charged with the fraudulent use or possession of identifying information (a first degree felony). The passenger was released after posting $20,000 in bonds. The driver is being held in the Denton County Jail on $10,000 bond.

City of Lewisville—Police Department

Week of October 19, 2009 – October 25, 2009

Car Burglar Arrested After Falling Asleep in Car
On October 21st, at 6:45 a.m., a resident in the 100 block of Simpson Court walked out of their house to find out they had been victimized. Not only had their car been burglarized, but the suspect had also fallen asleep in the back seat of the car. Officer Cassels woke the suspect, an 18 year-old Dallas man, and arrested him for burglary of a vehicle. The owner’s “TOM TOM” GPS unit was recovered from the suspect’s pants pocket.

There were several vehicle burglary reports filed in that immediate area. Detective Bryan Smith reviewed all of the reports to determine what property had been stolen. Detective Smith went to the city jail to interview the suspect. During the interview, Detective Smith noticed the suspect was wearing a distinctive pair of shoes. Detective Smith remembered a pair of shoes being stolen from a vehicle a couple of days earlier. Detective Smith seized the shoes and got confirmation from the victim that the shoes belong to him. Detective Smith obtained a warrant and charged the suspect with burglary of a vehicle.

Man with Handgun Arrested
At 3:30 a.m. on October 23rd, residents in the 200 block of East Oak Knoll reported a man at the location with a gun. Sergeant Porter arrived on scene and soon located the suspect with a chrome .45 handgun in his waistband. It took multiple commands at gunpoint before the suspect would raise his hands and get down onto his knees. With assistance from Officer Martinez, the suspect was disarmed and placed under arrest for unlawful carrying of a weapon. The recovered pistol had been reported stolen in Fort Worth.

Man Arrested Following Disturbance
Officer Schaffer was sent on a disturbance call on Saturday in the 400 block of East Round Grove. A 22 year-old man was arguing with patrons of a bookstore for no apparent reason. When Officer Schaffer arrived on scene, the man stole a box cutter and threatened Officer Schaffer with the box cutter. Officer Schaffer drew his handgun and gave the suspect commands to drop the box cutter. The man dropped the box cutter but then resisted arrest. He was sprayed with OC spray before Officer Schaffer could control him. He is charged with both theft and resisting arrest.

Hit and Run Driver Located
Also on Saturday, Officer Steinle discovered a car with extensive body damage driving on Round Grove Road. As Officer Steinle attempted to stop the car a witness contacted 911 and advised that the car was fleeing a crash that it had caused in Carrollton. After a brief pursuit, the driver stopped and was arrested for evading arrest in a motor vehicle. The hit and run offense will be filed by Carrollton since the offense occurred in their city.

Booster Seat Distribution
Our booster seat distribution on Saturday, October 24th was a huge success. We gave out 143 booster seats at Lakeland Elementary School. Thanks go out to all of our technicians and to the volunteers from the school. We also appreciate Trooper Haschel’s support. He came to the school on Thursday and gave a presentation to all the children. The distribution could not have been a success without this teamwork.

Narcotics Search Warrant
On October 14th, Narcotics officers received information about a possible drug house located in the 1100 block of Elmwood. Officers went to the address and developed probable cause to search the residence. Detective Eddie Barrett obtained a search warrant for the house. Detectives entered the vacant residence and discovered an extensive marihuana grow. The residence appeared to have been rented solely for the purpose of setting up a marihuana grow house. Detectives recovered 445 marihuana plants from the residence. Detectives also recovered a large amount of harvested marihuana from the residence. Detectives have suspects in this offense and are continuing to investigate.

DNA Leads to Suspects in Two Burglaries
Last May, the Convenience Plus store, located at 1010 South Edmonds, was burglarized. Officer Brooks Roland responded to the reported break-in and discovered that the intruder left blood behind on a knife. Officer Roland took possession of the knife and the blood was submitted for DNA analysis. Detective Bryan Smith received a “hit” through CODIS on the DNA. CODIS is the Combined DNA Indexing System. The “hit” was for a suspect that was currently in Denton County Jail on an unrelated, but similar charge. Detective Smith obtained a search warrant for the suspect’s DNA to confirm the “hit.” The suspect was later charged with burglary of a building.

Another burglary was reported last May at a residence in the 800 block of Deering Drive. The complainant reported someone entered his garage and removed various tools and other personal property. The homeowner noticed a pair of boots that were left behind in their garage. Coincidently, the homeowner had a pair of shoes that were stolen during the burglary. The boots were collected as evidence and a sample of DNA was obtained from the boots. The sample was entered into CODIS and a “hit” was received on a possible match. The “hit” was for a person that was currently incarcerated in the Ellis County Jail on an unrelated charge. Detective Asa Hinson obtained a search warrant for the suspect’s DNA to confirm the “hit.” Detective Hinson will formally charge him with burglary of a habitation this week.

Suspect Charged with Second Count of Aggravated Sexual Assault of a Child
Last April, Detective Andrea Fisher arrested a 50 year-old male for sexually assaulting his granddaughter. Detective Fisher received a call from the father of the victim who stated that his other daughter was now claiming to have been assaulted. Detective Fisher conducted an investigation and obtained probable cause to arrest the grandfather for a second count of aggravated sexual assault of a child. Last Friday, the suspect turned himself into police. Both offenses are believed to have occurred during the same period. The grandfather was not allowed any contact with the children following the first allegation. He is currently incarcerated in the Denton County Jail on a $250,000 bond.

Roman quickly caught one of the suspects outside the store and recovered the stolen property. He then was told that the second suspect had just run from the back of the restaurant next door. Detectives located evidence on Settlers Way that will assist in their investigation of the offense on Elmwood.

Party Leads to Criminal Charges
On October 4, parents of a 16-year-old hosted a party for their daughter at their residence in the 2700 block of King Arthur (Caslte Hills). City of Lewisville—Police Department

Week of November 9, 2009 – November 15, 2009

Auto Theft Suspects Apprehended
On November 9th, a citizen witnessed a friend’s SUV getting stolen from Eagle Point Marina. The citizen called his friend to alert him to the theft. The owner then contacted the Lewisville Police Department to report the theft in-progress. All units were advised of the stolen SUV and they set up on likely escape routes along I-35. Officers David Johnson and Bryan Shelton quickly located the stolen car southbound on I-35 near Round Grove Road. The Officers also observed a pick-up that appeared to be traveling with the stolen car (probably the “drop-off vehicle”), so they waited for additional officers to join them, so that they could also stop this second vehicle.

Officers Al Roman and Paul Nathan joined the initial officers, stopping the pick-up, without incident, just inside of the Carrollton city limits. Officers Johnson and Shelton attempted to stop the stolen SUV, but the driver sped up in an attempt to elude the officers. The driver of the stolen SUV traveled south on I-35 into Dallas, exiting Walnut Hill and traveling through an open field before finally abandoning the car and continuing to flee on foot. Officers Johnson and Shelton captured the suspect who was arrested for Theft and Evading Arrest. The stolen vehicle was returned to its owner. The only damage to the car was a broken ignition switch.

The three occupants of the other pick-up believed to be involved in the theft were arrested for outstanding warrants and traffic violations. Detective Kelly later determined that this pick-up was also stolen. The suspects had switched the truck’s VIN plate in an attempt to avoid detection. Tools located in the pick-up helped to link its occupants to the theft of the SUV.

Stolen Vehicle from Lewisville Recovered by Carrollton Police Department
On November 10th, at 9:00 p.m., the Carrollton Police Department recovered a car that had just been stolen from Lewisville. The driver of the stolen car crashed into another car at the intersection of Keller Springs and Marsh. The suspect, a 15 year-old runaway out of Dallas, was detained by Carrollton Police for Unauthorized Use of a Vehicle and for Possession of Marijuana. The car had been stolen that same evening from Red Neck Heaven, located at 2501 South I-35E. The stolen vehicle suffered damage due to the crash.

Stolen Generator Recovered
Three T-Mobile generators were stolen from McGee's Self Storage, located at 1850 McGee. Although the generators were found to be missing on November 4th, they had not been seen since May 12, 2009, during an inventory. After noting the missing equipment, company representatives took a couple of days to look for the generators to verify that they had been stolen. They filed a theft report on November 6th. All three generators are equipped with LoJack.

On Friday, November 13th, Sergeant Wragg received a call from Sergeant Kelly Davis with Mesquite P.D. They had received LoJack “hit” in a self-storage facility in the 2500 block of South Beltline Road. Officers used a hand-held LoJack unit to determine within which specific storage unit the stolen property was located. A specific unit number was obtained, at which time they contacted Sergeant Wragg. Wragg sent Detectives Harvey and Hinson to the location to help obtain a search warrant. Detectives Harvey and Hinson, with assistance from Mesquite P.D., executed a search warrant on the storage unit. One of the three stolen T-Mobile generators was recovered and returned to T-Mobile. Additionally, there were several hundred pieces of stolen computer equipment (CPUs and monitors) located within the storage unit. The subsequent investigation revealed that these items were stolen during a cargo theft in Dallas. Dallas P.D. was contacted regarding the recovery of the stolen computer equipment. The investigation into the generator theft is still ongoing.

Stolen Vehicle Recovered; Suspect Arrested
On Tuesday, November 17th, Officers Carla Michel and Max Gehrke were dispatched to a disturbance call at 1102 Texas Street. Upon their arrival, they found that two Denton P.D. detectives had one male in custody and were looking for a second suspect.

Denton Detectives received a tip that the two men were in the area of I-35 and 121 Business in a stolen truck and that they were in possession of stolen motorcycles. The detectives drove around the back of the parking lot of 1102 Texas Street and saw the first suspect in the front right seat and the second suspect in the driver's seat of a grey Ford F-150.

The suspects saw the detectives and fled on foot. They were able to catch the first suspect, who they arrested for evading. Officer Michel later determined that the truck was, in fact, stolen out of Frisco.

The truck displayed a license plate that had been stolen off of another vehicle. Officer Gehrke contacted the owner of that vehicle, a Lewisville man, and returned the plate. A seperate theft report was taken to document the theft of the plate.

On November 18th, Lieutenant Casey Carter assisted Coppell Police Detectives who were following a wanted subject north on I-35. Lt. Carter located the suspect and followed him until back-up units could assist. As back-up units caught up with him (just south of Corinth Parkway), the suspect was stopped and taken into custody without incident. Coppell detectives took custody of the man18 year-old Lewisville man for manufacture/delivery of a controlled substance.

Burglary Update
In May and June of this year, we had several vehicle and building burglaries that occurred in the old town and business 121 areas. LPD previously had similar problems in this same area involving two known suspects, Pablo Contreras and Jose Domingo Diaz (Sonic). A quick investigation revealed that Pablo was out of jail, but he no longer lived in the old town area. It was further discovered that Sonic was out of jail during the time frame of these new offenses and that he still lived in the old town area. However, Sonic was back in jail before this information was discovered.

A review of these burglary cases revealed that three of them had DNA evidence. The DNA evidence had already been sent to the lab. The lab later confirmed that all the DNA evidence from the three different crime scenes was from the same unknown donor (suspect). Sonic was incarcerated, but he refused to speak with investigators. There was not enough probable cause to get a search warrant for his DNA. LPD made contact with the DA's office and confirmed that Sonic has no right to privacy while incarcerated in Denton County Jail. LPD then coordinated with Denton County Jail officials and obtained a disposable item used by Sonic. This item was sent to the lab for a direct comparison with DNA evidence left at the three known crime scenes. The lab later confirmed that the DNA evidence left at all three scenes was a match to Sonic. Detective Wilson is following up on these cases and will be obtaining arrest and search warrants for Sonic.

Call Taker Jose Ronquillo is a Life Saver!
On Thursday evening, during rush-hour, Jose took a routine DWI call from a witness following a vehicle. Jose kept the caller on the phone for more than ten minutes as he worked to find an officer that could intercept the vehicle. As the drunk driver left our city limits for Flower Mound, Jose transferred the call to the Flower Mound Dispatch Center. Flower Mound Police Officers located and stopped the vehicle a short time later. The driver was armed with a 9mm handgun and he advised the arresting officer that he was enroute to kill his girlfriend's ex-husband when he was stopped.

Under normal circumstances, when we find that we do not have an available officer to intercept a drunk driver, we will take the vehicle description, license plate, direction of travel along with the witness name and phone number and broadcast the details over the radio as “Attempt to Locate” information.

If Jose had disconnected from the caller after the first few minutes of this call, we would not have shared the information with Flower Mound. The drunk driver would likely have made it to his original destination.

The suspect, a 30 year-old Lake Dallas man, displayed a handgun and told the victim that he was a Texas Ranger. He then demanded that the victim hand over both of his cell phones. This caused a bit of a disturbance, leading a witness to call the police. Officer Roland located the suspect and recovered two handguns and the stolen cell phones. Officers also located numerous weapons in the suspect’s car. The suspect was arrested for aggravated robbery ($50,000 bond), unlawful carry of handgun by licensed holder in alcohol license premises ($25,000 bond), and impersonating a public servant ($25,000 bond).

Week of January 11, 2010 – January 17, 2010

Suspects Arrested Following Burglary
On January 11th, a resident in the 500 block of Creek Court saw two men approach her front door. As she watched from inside, the men knocked at her door and peered through her front window. When she did not answer, the men drove around to the alley and backed into her driveway. The victim heard glass breaking and hid as the two men entered her home. As Officers Carla Michel, Steve Schaffer, Bryan Shelton, and Luke Slavens began to arrive on scene, the two suspects fled through the back door. Officer Slavens searched the area and located the two suspects. They were still in possession of property stolen from the victim’s home. The two were arrested for Burglary of a Habitation. They are currently in the Denton County Jail, each being held in lieu of a $25,000 bond.

Resident Finds Man in His Home
Also on January 11th, a resident returned to his home in the 400 block of Sweetbriar Drive to find a man in his home. When confronted by the resident, the suspect fled the home. Officers searched the area but were unable to locate the suspect. He is described as a light-skinned, Hispanic male in his mid-20s. He is approximately 5’09" tall, weighs around 220 pounds, and has brown hair. The suspect’s hair is shaved on the sides and he is balding on top.

Suspect Arrested for Felony Warrants
Late on January 11th, Officer Schnequa Guy and JonMichael Martinez located a man wanted for multiple felony warrants out of Dallas County. Officer Guy attempted to stop the suspect as he drove through the parking lot at the Budget Suites in the 2100 block of South State Highway 121 (Business). The suspect refused to stop, leading the officers on a short pursuit westbound on Corporate Drive. The officers terminated the pursuit after the suspect ran the red light at Corporate and Edmonds. The officers then located the suspect’s vehicle wrecked and empty near the intersection of Corporate Drive at Hillshire Drive. With help from local residents, Officer Martinez located the suspect on foot near the intersection of Corporate Drive and Belvedere Drive. The suspect was treated at the hospital and transported to the Lewisville Jail for the outstanding Dallas County warrants, Evading Arrest (in a Vehicle), and Hit and Run. The subject is currently in Denton County jail being held in lieu of $21,550 bond.

Stolen Parrot Recovered, Suspects Arrested
Warrants have been issued for two suspects stemming from a burglary of a building in which three parrots were stolen from Petland on July 25th. The value of the parrots was approximately $4,500. Two of the parrots were recovered in the back yard of a residence in Flower Mound, having been dumped there after surveillance video was released to the media. The third parrot was recovered on January 15th from a person who bought the parrot on Craigslist. Detective Asa Hinson interviewed one suspect who had sold the parrot on Craigslist. Detective Hinson developed probable cause to believe that this suspect and an accomplice were responsible for the burglary. One suspect has been arrested and is awaiting arraignment. The second suspect is expected to turn himself in on the outstanding warrant. A property hearing has been scheduled to determine who should retain permanent custody of the parrot that had been sold on Craigslist.

Stolen Vehicle Recovered After Being Listed on Craigslist
A stolen vehicle has been recovered after an ad was placed on Craigslist. Detective Scott Kelly posed as a potential buyer and contacted the seller. The seller had purchased the vehicle in 2005, shortly after it was stolen. Detective Kelly, with the assistance of the Auto Theft Section of DPS, recovered the vehicle. Detectives are still investigating to determine the identity of the person who actually stole the vehicle.
