You know... that's like shareholder liability. If a person buys shares in a company, and the company gets sued and is liable for $5 million, why don't the shareholders have to cough up the money? After all, they are the company owners, right? Do you think the shareholders should be liable?
I'd say the responsibility of the voters is "too far removed" from such decisions. The voters basically have no say in the decision, and they do not get any compensation for making any decisions. And if the voters are responsible, then should those who didn't vote not be responsible? Hey, that would be a good reason not to vote.
