That is definitely a problem. It sounds like the adhesive has failed. But what caught my attention is the last sentence, about leveling. You should never have to pay extra, it should be part of the installation. Meaning, it's not a line item or an option, it's something that has to be done for a correct install. The flooring itself can also be a part of it. Engineered hardwood can be floated which means it's not glued down, the planks are glued to each other creating a large "sheet" that just lays on the floor. That is an acceptable installation in certain applications and it won't sound like rice krispies.
It's also important to point out, engineered hardwood and laminate are not the same thing at all. Pergo manufactures laminate flooring. I'm not sure how similar the installation methods are, but the products are very different.
