N. Texas breast cancer rates

According to the story, it sounds like that is a good thing if I'm reading it right. The reason why they have a higher rate is because a larger percentage of women are getting mammograms and they are catching it earlier. But wouldn't the other parts of the state catch it eventually? So isn't there something else that is causing an increased rate of breast cancer like an environmental factor? Also isn't part of the new health care reform law make health insurance plans cover mammograms and other preventive care?

Hmm, wonder how much of the population growth has brought in those increasing stats from other areas?
